Anti-Smoking Bylaw The Regina bylaw prohibits smoking in enclosed public places to which minors have access, but specifies a wide range of establishments in which smoking is permitted in designated areas. As of July 1st, 2001, restaurants may designate a maximum of 20% of their seats as a smoking area. Effective July 1, 2002, smoking will be limited to 70% of the seating area of bars, bingo halls, and casinos. Smoking is restricted to separately enclosed smoking rooms in municipal government buildings, personal service establishments, retail shop, and office buildings. The second City in Saskatchewan to go 100% smoke-free in public places (after Moose Jaw), this city's council had no choice but to pass this bylaw in November 2003 (PDF file) after a binding election referendum. Voters opted for a ban in all enclosed public places by a margin of approximately 2 to 1. There is no provision for designated smoking rooms or separately ventilated areas. The by-law will include restaurants, bars, lounges, casinos, bowling alleys and bingo halls, and has a Feb. 11, 2004 implementation date.
