Smoking Regulation By-law (Anti-Smoking Bylaw) Smoking Regulation by-law came into effect on January 1, 2002 prohibiting smoking in any enclosed public space where children under the age of 18 are present. Unfortunately, too many business locations banned children rather that smoke, so the City of Winnipeg passed a by-law limiting or banning smoking in any enclosed public place in the municipality. Effective July 1, 2003, the City of Winnipeg banned smoking in enclosed public places including bars and restaurants and began enforcement September 2003.
